TERMS OF REFERENCE
UNRWA is the largest United Nations programme in the Middle East. It provides assistance and protection to Palestine refugees in Jordan, Lebanon, the Syrian Arab Republic and the occupied Palestinian territory (oPt). It does so by offering to a population of some 5 million registered refugees a range ofhuman development and humanitarian services in primary andvocational education , primary health care, social safety net, community support, camp improvement, and microfinance. UNRWA's role also encompasses advocacy and actions to address the human rights and protection needs of Palestine 
refugees.


Partnership Consultant UNRWA - West Bank
BACKGROUND UNRWA's Partnerships Division is aiming at playing an important role in helping expand the organization's funding base, ensuring a sustainable and predictable stream of income. To manage existing partnerships and engage with new partners, the Partnerships Division (PD) is looking for a Partnerships Consultant. The candidate must be aware of Agency needs and accordingly assess the opportunities of a (potential) partnership. Consequently, the partnership must be followed up effectively, both with the private sector and within the Agency.
DESCRIPTION OF DUTIES AND RESPONSIBILITIES
  • Manage selected private sector partnerships, with a focus on the corporate sector, foundations, INGOs and IOs: build relationships with existing partners, submit projects and grant proposals, prepare material (e.g. fact sheets, presentations, articles for annual reports) and scout for potential new partners.
  • Liaise with the programmes and fields within UNRWA, to identify Agency needs, develop the best approach to meet both these needs and private sector requirements.
  • Help develop (emergency) appeals for the private sector and the general public: produce presentational material and draft pitches;
  • Help identify and research countries and partners of potential interest for UNRWA.
  • Assist the Chief Partnerships Division.

    ESSENTIAL QUALIFICATIONS AND EXPERIENCE Certain functional profiles have specific requirements, but in general, candidates will be expected to posses the following minimum qualifications:
  • A university degree (Bachelors or Masters) in a field relevant to the functions in the job description: International Relations , Marketing, International Development, Business Administration, Fundraising, Public Relations, Public Administration , Communications or a related discipline; advanced university degree is an asset;
  • At least 2 years of experience in the relevant functional area. Experience in private sector fundraising (including IOs, INGOs and foundations), developing public-private partnerships, negotiations with private partners and public relations/advocacy;
  • Knowledge of Middle East culture and environment;
  • General knowledge of UN system;
  • Excellent communications, marketing and sales skills, to approach partnerships and fundraising in a creative and entrepreneurial manner;
  • Strong understanding of online marketing, communications or public relations;
  • In-depth knowledge of fundraising and marketing principles;
  • Excellent skills in standard computer applications , including Microsoft Office Suite, donor database and marketing software.

    COMPETENCIES
  • Excellent communication, presentation and negotiation skills;
  • Strong writing and editing skills;
  • Excellent project management skills;
  • Ability to identify and analyse trends, opportunities and threats to fundraising and marketing;
  • Good interpersonal skills to work in a team, and establish effective working relations with business partners;
  • Ability to coordinate a geographically diverse online communications team;
  • Ability to establish priorities and manage multiple tasks;
  • Excellent organization and strategic planning abilities;
  • High degree of independent judgment and initiative;
  • Ability to work harmoniously with people of different national and cultural backgrounds;
  • Excellent knowledge of English and working knowledge of another relevant UN Language (Arabic, French, Spanish, Russian or Chinese);
  • Additional languages would be considered an asset.

    CONDITIONS OF SERVICE 1. The consultancy will be for the period of 1 year; 2. Remuneration to be determined depending on the professional knowledge and experience.
