Business Development Advisor, Kabul and Jalalabad

Position Title: Business Development Advisor, Afghanistan
Location: Kabul, with occasional travel to Jalalabad and other potential geographic site locations
Contract: Flexible negotiable contract (fixed-term employee contract or consultancy terms). Six month duration, with possibility of extension. For consultancy terms, frequency in Afghanistan can be negotiated.

Background: War Child Canada (WCC), a registered Canadian charity based in Toronto, Canada that provides humanitarian assistance to children and families affected by war, is currently looking for a qualified individual to fill the position of Country Director, Afghanistan. Founded in 1999, War Child Canada works with war-affected communities to help children reclaim their childhood through access to education, opportunity and justice. War Child takes an active role in raising public awareness around the impact of war and the shared responsibility to act. WCC is operational in seven countries: Afghanistan, DRC, Ethiopia, Haiti, Sierra Leone, Sudan and Uganda.
Context: Since 2003, WCC has worked with its local partner, the Afghanistan Women Council (AWC) to support community-based projects targeting extremely vulnerable women and children. WCC-AWC's current project, the Afghanistan Women Community Support Project (AWCSP) aims to improve the well being of vulnerable women and their families by strengthening livelihood and educational opportunities of Afghan women, ECD support to their pre-school-aged children and contributing to the psycho-social well-being of Afghan women. WCC also works to enhance the institutional capacity of their local partner by improving their expertise, technical proficiency, and programming and management competencies for delivering educational and vocational training and micro-credit programming.
Position summary: The Business Development Advisor will assist the Country Director in the strategic development and expansion of WCC's business development programming, with focus on providing technical expertise in the fields of marketing, market linkages and value chain analysis. The Business Development Advisor will also be responsible for the capacity building of community-based local partners and staff in the provision of business development support to beneficiaries.
Duties: Time: 70% Technical Support and Capacity Building -Provide technical support to WCC and local partner staff to ensure quality business development services for women with emphasis the creation of business development plans, market linkages, marketing, employment creation and implementation of Islamic micro-finance (Murabeha system) -Identify staff training needs and mobilize internal and external capacity building opportunities and resources to build the technical knowledge within the team and provide technical guidance in the area of business development to program teams -Support local business development staff to monitor and evaluate the effectiveness and quality of project activities and facilitate learning and reflection -Support self-help group formation efforts and build capacity of staff to link self-help groups and individuals to local market.
Duties Time: 30% Program and Strategic Development -Support the Country Director in the development of WCC's Afghanistan Country Strategy -Develop recommendations for short-term and long-term livelihoods programming strategies in cooperation with the Country Director and Head Office staff -Refine and develop existing WCC business development materials with the aim of creating a WCC business development model -Establish strong relationship with relevant local partners to explore opportunities for program collaboration -Support strategic needs assessment processes and consultations with key stakeholders -Assist the Country Director in new project development -Examine local donor priorities with a focus on War Child Canada's programming focus areas in Afghanistan and support donor development
Deliverable 1. Development of WCC business development model -Review existing curricula and materials used by WCC and AWC to promote the business skills and business planning of female loan recipients -Refine and build upon existing curricula, to finalize and document WCC business development model
Deliverable 2. Gap and opportunity assessment in business development sectors -Conduct consultations with relevant stakeholders -Provide gap analysis of NGO and other business development service provision in Afghanistan -Identify future programmatic areas for War Child in Afghanistan with a specific focus on livelihoods and business development
Deliverable 3. Provision and/or coordination of trainings/mentorship to local staff in business development services. Provide training and mentorship to WCC and local partner staff, building their technical knowledge of small-scale business development
Deliverable 4. Strategic recommendations for the expansion of WCC Afghanistan Livelihoods Program to inform the Afghanistan Country Strategy using knowledge of WCC's current programming in Afghanistan, and in other contexts, and based on an assessment of WCC potential programming capacities, identify potential areas for program expansion. Provide recommendations for business development interventions, program design and strategy
Deliverable 5. Donor analysis and development . List and vetting of potential donors and their priorities for programming for business development and livelihoods programs for women and youth
Required education, experience, knowledge, skills:
Education -Post graduate degree in Development, Economics, Business Administration or related field.
Experience and Knowledge: -At least five years field experience in promoting business and skills development services. Additional experience of microfinance and gender an asset.
-Demonstrated experience in enterprise development and marketing of small businesses with an understanding of value chains and market linkages -Experience of developing the capacities of and working through local partners -Experience in the private sector is desirable -Experience of living and working in a conflict-affected country and/or insecure environments, and working with security management measures -Experience in group formation and capacity building of self-help groups -Demonstrable experience of successfully developing and securing funds for medium to large program proposals an asset
Technical Knowledge and Skills: -Well-developed analytical and strategic planning skills -Ability to work well at all levels, including an ability to provide practical, hands-on training and support with community-based NGOs -An excellent understanding of project design -Ability to represent, liaise and negotiate at different levels (national, provincial and local) -Strong written and oral communication skills -Knowledge of the region and an awareness of local culture highly desirable -Knowledge of local Afghan languages such as Pashtu and Dari an asset
