Deloitte seeks to recruit well qualified organizational development advisors for a current health systems strengthening project in Nigeria: The project aims to achieve the following results over a 5 year period:
-          Increased access and improved coverage of high quality comprehensive HIV/AIDS treatment, care and related services through improved efficiencies in service delivery;
-          Improved quality and integration of HIV/AIDS services; and
-          Improved stewardship by Nigerian institutions for the provision of high quality comprehensive HIV/AIDS services,


  1. STATE ORGANISATIONAL DEVELOPMENT ADVISOR – ABIA, ANAMBRA, KANO, BAYELSA, LAGOS
-          work with other members of the SIDHAS project team and various stakeholders to identify needs and design and oversee institutional, financial and technical capacity building interventions aimed at strengthening health management systems for integrated HIV/AIDS service delivery in that particular state, S/he will work in close collaboration with other team members to coordinate all internal and external capacity building efforts within the state to ensure uniformity in standards and maximize cost efficiency while achieving the desired project outcomes

RESPONSIBILITIES
-          Complete performance assessment, including quality improvement systems and measurement, for organizations in the respective state
-          Create capacity of Nigerian health organizations in the state in the areas of governance and leadership
-          Leverage government resources and build strategic alliances and partnerships, including public private sector partnerships
-          Supervise progress towards project capacity building objectives in the respective state. Make recommendations for changes to state efforts as needed and ensure that program objectives and deliverables are of high quality and are achieved on time and within budget
-          Assist on an ongoing basis with other 00 Advisors and with the CD Specialist/OD Team Lead to ensure that all project activities are streamlined and integrated, in both theory and practice
-          Manages and network effectively with project staff, other USAID implementing partners, local and state government agencies, and other stakeholders in the state
-           Technical expertise in organizational development and capacity building based on the needs and situation in the respective state, Support the development and implementation of project strategies in these areas within the respective state
-          Assist in the development of technical documents, abstracts, presentations, and other reports documenting the achievements, lessons learned, and other findings related to the project
-          Give technical expertise in the following areas: mainstreaming HIV/AIDS services; strategic planning and organizational development processes
-          Assess and develop HR systems and functions for state organizations, as necessary
-          Assess and develop financial management systems and functions for state organizations, as necessary
-          Deliver state capacity building events and interventions, incorporating new and innovative capacity building approaches as appropriate
-          Manages to overall project and state level work plans, and support the development and dissemination of reports

REQUIREMENTS
-          MSC in organizational development, health planning and management, public health, business administration or related field
-          At least 5 to 7 years experience with USAID funded programs on strengthening the capacity of civil society or government institutions
-          Experience in organizational development, strategic planning, financial management, leadership development, coaching, process management etc
-          Excellent facilitation and mentoring skills
-          Knowledge of USAID definitions and directions in health systems strengthening
-          Experience applying mainstream institutional strengthening approaches such as organizational capacity assessment, institutional strengthening planning etc
-          Experience in managing staff to deliver on time
-          Knowledge of developing and meeting monitoring and evaluation plans
-          Fluent in English
-          Excellent communication, mentoring and interpersonal skill
