RTI is seeking Chief of Party (COP) candidates for an anticipated malaria prevention and control opportunity in Ghana. The purpose of this USAID/Ghana President's Malaria Initiative (PMI) Expansion Project is to increase coverage and use of key life-saving malaria interventions in support of Ghana National Malaria Control Program (NMCP). The COP will have technical and management responsibility for all RTI personnel and be RTI's representative to USAID/Ghana, the Ministry of Health and NMCP, other donors and multinational organizations, technical agencies and in-country stakeholders. Ghanaian nationals are encouraged to apply.
Roles and Responsibilities: Serves as the RTI's representative to USAID/Ghana PMI, the Ministry of Health and NMCP, other donors and multinationals, technical agencies and other in-country stakeholders. Interfaces regularly with USAID on project management and decision-making. Ensures that the project activities are meeting client and stakeholder expectations, and that project results are proactively disseminated. Responsible for managing overall project performance and results, including providing oversight and direction to the program's technical, operational, and administrative staff. Responsible for ensuring the smooth implementation of the project and for providing general program and technical direction as well as ensuring timely and quality completion of required reports. Develops and implements annual program work and performance milestone plans and negotiates an agreement of those plans with USAID, PMI, and other partner organizations. Maintains strong relationships with all malaria actors in Ghana, and contributes to coordinating interventions at a national level. Responsible for addressing contract-related issues, including ensuring that RTI financial controls and systems comply with generally accepted accounting practices that meet USAID standards, and that all activity-procured materials and equipment are safeguarded and prudently and responsibly used. Assist the Clinical Case Management (CCM) Specialist with scaling-up training and the use of microscopy and RDT malaria in health facilities, particularly in the key provincial/HZ medical centers that are selected to serve as laboratory, training and supply centers for PMI/malaria related activities.
Minimum REQUIREMENTS: Master's Degree in public health or related area. 10-15 years of experience in designing and managing complex health programs in developing countries, preferably in malaria prevention and control or related. Demonstrated diplomatic and interpersonal skills to ensure internal coherence amongst diverse team members as well as relations with government officials, donors and the international community. Demonstrated knowledge of USAID and PMI and procedures pertaining to activity design/ implementation, monitoring and evaluation. Prior experience as Chief of Party on USAID projects of similar complexity preferred. Experience in Ghana preferred. Broad technical understanding of public health and, in particular, must be knowledgeable about malaria prevention and control. Demonstrated professional excellence in health program management including experience in the following: client relationship management, developing program work plans, developing program budgets, managing program implementation, and managing technical assistance teams. Strong strategic planning, management, supervision, and budgeting expertise. Strong written and oral communications skills.
